Today, Germany’s Standing Conference of the Ministers of Education and Cultural Affairs in the German Länder (KMK) and the German Federal Ministry of Education and Research (BMBF) held a joint press conference, hosted by the KMK in Berlin, at which they unveiled the findings of 2023’s International Computer and Information Literacy Study (ICILS 2023).
ICILS, which has been running since 2013, takes place every five years; its purpose is to ascertain the state of eighth-grade students’ computer and information literacy and skills in Germany and other countries of the world. Coordinated internationally by the IEA (International Association for the Evaluation of Educational Achievement) in Amsterdam, the study has its German base at Paderborn University, where it takes place as a collaborative research endeavor with Prof. Dr. Birgit Eickelmann as lead researcher.
Dr. Martin Senkbeil of the Leibniz Institute for Science and Mathematics Education (IPN), Department of Educational Research and Educational Psychology, has been involved in the project since its inception in 2013, as a member of the Germany-wide consortium whose highly experienced experts provide support to the study’s national research center throughout its duration.
The German participants in the 2023 edition of ICILS came from a representative, randomly selected sample of 230 schools, from across all 16 federal states, that serve lower secondary students. In accordance with an international sampling plan, a further random selection of one eighth-grade class took place in each of these schools; further, the study surveyed, in each school, approximately 15 randomly selected members of teaching staff, the school’s principal, and its IT coordinator.
